Text-CSV-Encoded (0.10)

This module complements Text::CSV when you want to deal with UTF8.
Without the module, it could be cumbersome to use Text::CSV alone if you didn't have the notion of UTF8 off pat.
At any rate, you can deal with UTF8 out of the box.
