Recall the following lines:
"Perl does not automatically patrol private/public borders within its modules--unlike languages such as C++, Java, and Ada, Perl isn't obsessed with enforced privacy. A Perl modules would prefer that you stay out of its living room because you weren't invited, not because it has a shotgun."

That being said, there are certainly such pedants or the management being substantially ignorant of the OO programming as are obsessed with the thought that what is called Access Control is indispensable for the OO programming, and were you to conflict with them, you might want to use this module in the interests of preserving both sides' face, provided you are using Moose.
