This is a horrible set up. Rick said it right.
I cannot build it with
perl Makefile.PL.
Since it require Module::Build itself. What a waste of everyone's time.
If it cannot find Module::Build, switch to something else that let the build continue.
I will give it zero if there is such a rating.
