PHP-Include (0.33)

Too unreliable for even the basic conversion it was written for:
- Unsupported syntax is silently ignored, causing incomplete or incorrect results without warning.
- Even more fragile due to source filtering; failed to run from command line for example. Why is this even needed for include_php_vars()?
- Easily confused (omits strings containing '#' for example).
