To my shame, I have recently been aware of the existence of this module.
The author of the module, CodeRepos Committers is a pseudonym which consists of Japanese big-name geeks that you have presumably heard of.
The module encodes or decodes Japanese mobile phone pictographs. Granted, fixing problems might remain, but I don't doubt of its stability.
