In all fairness, the previous reviewer did not contrast differences in the aforementioned modules. Nor any mention of how this module performed or of the inclusion of the command line application. Some functionality (e.g., ability to stomp over a given input file) is unique. The author will include SEE ALSO for aforementioned modules on next update, however...

No mention of existing modules with similar functionality: Text::FixEOL, PerlIO::eol, Whitespace.
As usual, namespace nit: toplevel EOL is a bad name. Why not in the Text::* namespace?
