Changes for version 1.06 - 2017-12-27

Adopt new repo structure. For details, see http://savage.net.au/Ron/html/My.Workflow.for.Building.Distros.html.
Fix typos in Makefile.PL.
Remove Build.PL.
Change licence from Artistic to Perl.
Put module on github at https://github.com/ronsavage/CGI-Application-Bouquet-Rose.
Use Moo.
Option to new, docroot, changed to doc_root, to match the docs.
Rename CHANGES to Changes.
Replace /usr/bin/perl with /usr/bin/env perl.
Replace common::sense with use strict and use warnings, to get uninit var warnings.
